It is a panel that comes in 4 foot by 8 foot sheets and is nailed to the roof rafters to act as the support for the roofing materials. It can be plywood or oriented strand board (OSB) with OSB being the most common material.

Typically it is covered with roofing paper (some people call it tar paper) and then asphalt singles.
