IT WAS A BIG MISTAKE but only the part extending Section 5 which requires certain southern and western states to get federal approval to chang their voting laws.
The rest of the Voting Rights Act is justified.
George W. Bush (as much as liberals refuse to admit it) is a SOCIALIST CHRISTIAN.
He gave in to political correctness by making half of America believe it's still racist.
He has presided over nation-building and big government. Governed like a moderate Democrat but liberals hate him because he happens to be religious. Weird.

Strictly for political reasons. You'll see more charades in the months to come. He surely doesn't believe in it. He is desperate because he knows the Republicans are going to lose control of congress come November, so he'll do anything to win votes, including signing the voting rights act.

Because he saw it as politically advantageous and beneficial to republican party, with congressional elections coming up. It's really not a good idea to be against the right to vote when you are up for reelection.
(Not because it was the right thing to do. which it was unless you are against people having the right to vote without bogus requirements aimed at excluding people)
