Go to Start button then Control Panel then Printers and Other Hardware then Mouse, then uncheck Turn on Click Lock.

A new ball like someone suggested won't help much. It's the click button.
Turn the mouse over (the one you use for the computer, not a REAL one!!) and then get a "X" screwdriver, and poke it through the label on the bottom. Yes, there is a hole where there is a screw under the label. Unscrew it and then pop it off.
You can then CLEAN inside the mouse of all the dust, liquid-sticky?, etc and clean the buttons - See if there is anything causing it to stick like pop residue or something like that. do NOT use liquid to clean it, just a LLIIGGHHTTLLLYY damp cloth to rub off the dirt and then reassemble and you're done.

Turn off the mouse feature called Click Lock. You can find it in mouse control panel.

just find ways to do things without holding down the mouse that long. for the scroll bar, use the down arrow key, or do you have the scroll thing on your mouse? use that instead. or you can just get a new mouse.
