Yes of course they do, how else are they going to further their political views and agendas. They know if they tell you the complete truth you would probably not agree with it, so they manipulate you to get the results they want. But that is a no brainer. The government are made up of people like you and me and if you agree that people lie to further their agenda then you have answered your own question.

I would say our gov't keeps information from the public they do not need to know, but to outright lie I would hope not. I would not be suprised to find out that lies have been told through the years since the gov't is made up of people, and people are not perfect no matter what office they hold.

I think that all governments lie to their populace in one way or another. History has recorded such events on several occasions. Watergate, Iran-Contra etc etc and to think that this does not happen is naive at best.
