I must admit there are times when questions like this particular one gives me pause, or even shock. The clinics help; but the federal government will not allow pacifyer drugs that will be a halfway towards breaking the drug habbit. Cold turkey is not a safe solution since the drug users became hooked on drugs because they have weak minds and no willpower.

The question is not clear. Do you mean ilicit drug use? Or ilicit drug abuse? What is understood under "amenity of the local community"? Social goods? Level of tolerance? Or smth else?
