Some people are just ill tempered (guys and gals). It could be how their brains are wired, the environment they were raised in, or a reaction to something or someone.
Why are some girls so sweet and kind? Were they born that way? Perhaps...or perhaps their lives are more pleasant than the bitchy girls lives and it shows.

No people aren't born bitchy its the environment they are raised in and a level of immaturity. most girls are bitchy cause they want attention, and it works so they carry on being bitchy cause this way they keep getting attention.

Yes. Some are born that way. I grew up with the same kids from kindergarten to 12th grade and the mean girls were always mean.
They are still that way over 10 years later but I live across the country now.

In short Hormones, from several glands. You could come up with a billion answers on this one question. I could bet the responses would be any of the following :
"How could you ask such a stupid question?"
"What are you a doctor or something?
"Why do guys have to blame PMS for everything?"

I'll agree with X-it probably is because they saw how their mom's acted and figured that it was acceptable. But sometimes it just is "that time of the month" which isn't an excuse, but it is just easier to become irritable. They could just be a hurting person. But no matter the "excuse" people are responsible for their actions (or reactions). It's how you choose to react to these women that could influence them to be not so....and this is coming from a female.

Same reason some men are loud morons. You know, the kind of people you feel like saying, "sit down and shut up, you are making and idiot out of yourself"?
Also, some women get angry because men see them as objects. A lot of women can get along fine without depending on men, and that makes some insecure men upset, then they call those self-sufficient, confident women bitches.
