Otis Seigler? Are you positive about the spelling of the first name? Because about two nights ago there was a news story on KPNX here in Phoenix (the NBC affiliate) about a 55 year-old guy who claimed his name was Ottis Seigler (two 't's) who was arrested outside a truckstop right off the Indian School Road exit, here in Phoenix. He was wearing ladies pantyhose, one high heel and one flat pump, a bra OVER a Sacramento Kings basketball jersey and a lot of cheap jewelry. He had red permanent marker smeared all over his lips (in lieu of lipstick) and had shaved off one eybrow (they did not know why.) He was soliticing drivers for sexual favors in exchange for a bar-b-que beef sandwich (which was sold inside the truck stop.) His picture was shown on the screen and he looked SCARY. I don't know if that is the same guy you are looking for but if you contact KPNX, Phoenix they could give you more information I'm sure.
