I don't really have enough info to go on, but if u have the owner's manual for ur PC, call the manufacturer--they may be able to direct u to a solution. If nothing else, call a local PC technician to help u.

Restart the computer in safemode and check whether you are able to open the add or remove programs properly.

you probaly have a corrupted hive file, do a repair install of your OS and it should fix it
