My boyfriend has lots of back hair. He hates It but I dont mind it. So I trimmed it with clippers and put nair on it. WOrks great and he is happy with it. guess we will be doing it about every 2 weeks.

The most effective way would be waxing, which would be very painful but which would also help reduce the speed and thickness with which the hair grows back.
You can shave as well, but as with any other part of your body, the more often you shave it, the faster and thicker it will grow back.
You can also try one of the chemical solutions that is designed to remove hair - Nair, or something like that. However, I've never found very good results with these products, and if the hair is coarse or thick it will probably be even more difficult to remove this way. You'd have to use more of the product and/or leave it on for longer, and the more you use these products, the more damage they do to your skin. Still, it would be cheaper than waxing, better for you than shaving, and might be worth a shot.
Electrolysis is another possibility, but if you are looking for cost-effectiveness I wouldn't go this route. It is very time consuming and expensive.

Believe it or not a comb and a disposable lighter.....this is very cheap and takes the hair right down to the skin without pain.The person doing it just flicks the lighter at the comb with hair in it.Stinks to high heaven but it works and lasts a longtime.I saw this done in the U.S. capital building barber shop and immediately had my best friend do this to me. MY nic name is no longer "silverback".....aaaarrrrghhh...aaaarrrghhhh.....try flashing a lighter of your arm hair.....see>?? no pain just a bald spot eh??

don't even think about the razor!!!!!!!!!!!!!!
buy some shaving creams and that kind of stuff. There's one that you apply it, wait like 10 minutes and the remove it with a sponge, then take a shower.
I used it for my legs, though it doesn't lasts very long.

Cheapest - dollar store 10-pack of razors and a helpful friend ( but you might want to supplement this effort with frozen margaritas AFTER
maybe better - cream dipilatory, such as Nair
(if your skin can handle it.)

razor and shaving GEL...the gel will make it work better and be less painful
I have some back hair myself but I've never tried to fix it; my wife doesn't mind it, but I do
