When you wear the plunging necklines, short skirts, low jeans with the underwear showing, do you expect the guys to sneak a peek when you bend or sit down, and pass remarks. Do you like that? I had this lady sit on the train opposite me with the shortest of skirts and she was constantly crossing and uncrossing her legs. I had no idea where to look. Similarly, what do you do when somebody sits opposite to you wearing a low cut top. Do you keep looking at their eyes or maybe cast a glance once in a while. Also, it has become very common to see sexy underwears. What do you do when you see one, ignore it or stare at it and maybe pass a remark.

I like the comments as long as it isn't she is a ****. If it is she has a hot body...that is good. And hell yeah look all you want. If you are talking to them it is good to look in the eyes once in a while.

I think if someone's wearing this kind of stuff they're asking for it... Don't let them tell you otherwise. IMO, it's totally ok to look. If they didn't want you to see it, they would cover it up. Just don't stare for more than a milisecond at a time! :)
Remarks are low-class, however.

I think women who dress like that get what they deserve..looks, oogles..and....
More women need to take into account that man is a visual being..and if they dont want that kind of attention..they need to dress more appropriately!
