apart from the obvious intention in your hypothetical world you created for us, you never actually mention the price.
any substance that is offered for sale has to go testing if it is found that your flower produce a carcogenic effect or induces nacosiss
in would not be given a licence, and if it does not then the tax man would take his share if you intend to give it away for free then the taxman would not believe you and tax you anyway.
