It definately sounds like a virus.
On the computer that is working, download Avast anti-virus from http://www.download.com/ (its free) and burn it onto a CD.
If you can get the other computer to boot all the way (even just to safe mode, it would probably be better in safe mode) install avast from the CD and set it up to run a boot scan.
If you can't get it this far you can search the web for a recovery CD that will run antivirus, anti-spyware and a number of other recovery tools directly from the cd.

some virus's infect to the point that if you dont have and AV. installing one doesnt help after the fact. since they cannot update their virus tables to remove the new virus.
i recommend a complete re-partition, even if its the same, format the MBR. then format the drive, then reinstall your OS and patch it, and get the upgrads. then put on your AV. and go from there.
if there are files you CANNOT loose. slave the drive on another pc with updated AV on it. copy off the files, scan them, then do the above back in the original pc.

try this restart the pc on start up keep hitting the f8 key
till you come to a menu then login on safe mode
then click on start /run
type in the box
msconfig
then click ok then click on the start up tab
look in the list for anything that says nortons
untick the box on all that says nortons
then click on apply & ok and restart your pc when your back at the desktop restart your pc again then on start up keep hitting the f8 key and login by safe mode again when at the desktop click on start/ control panel
clik on the add/remove icon
look in the list for norton's click on nortons and then click on remove then open mycomputer icon go in the hard drive
go into program files
look for the nortons folder right click it and click on delete
then close off the windows folders you open
then click on start and shut down / shut down the pc
then piower it back up then when at the desktop
login to the internet go to http://www.download.com
and download AVG anti virus the free one

go to the nortn site and ge their uninstall program. then uninstall nortn. youcnat just uninstall norton. im sorry but norton is useless. i have the freeware verwooin of sygate firewall and freeware avg antivirus. avg is for hoem use only thoguh. i hope it helpoed

as windows is booting press f8 key this will take you to a load screen chose start in last known good config. that should fix it but check for viruses
