When you are not comfortable with them. To each their own ;)

I think length is secondary to how well-kept they are. As long as the cuticles are in good shape and your polish is intact, you can have them as long as you deem practical. I can't be bothered with polish and my nails are not a nice shape, so I keep them trimmed to about 1/8" beyond the nail bed. Any longer and they'd look bad.

Longer than 1/2" past the fingertip is too long.

1/4" looks great and you can use your hands to do things.
And isn't doing things with your hands usefull??

they are too long when:
you stab yourself unintentionally
you cut others (intentional or otherwise)
they start to break/bend/crack
they look fake ( more than an cm past your actual finger)
they look dirty/gross/unwieldly

hopefully these guidlines will aid in your decision :)

They are too long when they make marks while rubbing your boy friend's back. :))
