Which is worse? A life unfulfilled or a life over indulged?

Either extreme is bad.

I would say unfulfilled is better because then at least you can hope and dream. People who over indulge are never satisfied.

By the way, read the book of Ecclesiastes in the Bible and see if it answers your question.
