Black leaders were outraged at his use of the term, which dates to the 19th century Uncle Remus stories, referring to a doll made of tar that traps Br'er Rabbit. It has come to be known as a way of describing a sticky mess, and has been used as a derogatory term for a black person.

Should I be offended every time someone uses the word "cracker" to ask for a Ritz?

It depends on how the term was used. In this case, it was used to describe a problem in Boston that is in fact a "sticky mess"(the big dig). So in this case it is not racist, except to those who either want to make something of it that isn't...or are just ignorant (like some of the people here).
If he had used the term to describe a person (afro-american) then it would be understandable for those people to be upset.

It is a very racial term and it hurts to hear the word in a descriptive manner. If you want to say sticky mess then try using the term "sticky mess". It makes a person of color feel like that is what you look at them as. I personally don't like the term black, black is the sky at midnight, I am brown. I hope you understand what i mean but that is very hurtful.

It's more commonly known as a racist term than as a "sticky mess" so I would avoid using that word.

Some minority is always going to get upset at the slightest perceived insult. The context of the question and Romney's answer made it obvious he wasn't being rascist, unlike Mel Gibson's anti-Jewish remarks upon his arrest.

it's a real term and it is defined as such in the dictionary. he obviously wasn't using it as a slur and if you read the entire sentence that should be very obvious. unfortunately some people need to find racism in everything. get over it.
