Actually....
You're probably overwashing the area. Soap can be very drying, and the glans is technically an internal organ. Instead of soap, simply rinse in plain water. Although the thought of natural anatomy is obviously scary to most people here, it is supposed to be self lubricating, and over washing the area will dry it out.

It is very important to clean your foreskin at least once a day. A good facial cleanser like Noxema can heal and medicate the affected area as well as clean off any excess oils that may be the culprit of the irritation. Use the noxema before cleaning with soap and rinse very well so you don't leave any residue behind to get inside your eurethra which can be painful. Also, you may want to try Desitine for a couple of days if the area has a rash. This works great for heat rashes and prevents oils from building up on the area. Desitine will be gunky and white though, so don't use it if you are going to be intimate that day. Good luck to you.

You should retract the foreskin when you shower and wash the whole area with soap and water, the same way you wash the rest of your body. Make sure you have dried properly after a shower.
You should also retract the foreskin when urinating.
Make sure the foreskin is over the head of the penis when you are dressed, so that the glans (head) does not rub against clothing. Boxers and loose fitting clothing will help if you are a 'show-er' - that is, have a large penis when not erect.
If you are masturbating more than once a day, cut back until the irritation dies down.

Sounds like either you clean that area too much or not enough. If it's because you don't clean enough, make sure you pull back your foreskin and wash the head and foreskin with mild soap and water once a day - no need to be over-zealous. Perhaps the soap is irritating you; if so, try without soap. If the area's dry, you can put some lotion on it. A bit of lotion won't hurt you. Don't work yourself raw either with masturbation or anything, that'll just make things worse.
