Put some chicken wire at an angle on the balcony's edge. Hope this helps! :)

I can relate to your question there.
You are not the first person to ask this kind of question. Pigeons have become the scourge of urban and suburban living and numerous suggestions I've read have been good.
A friend of ours lived in an apartment and the pigeon situation was so bad, he couldn't go outside on his balcony. So, what he did was make a spike belt. He took two sided sticky foam and attached one side to the balcony railing and, on the the top side, stuck a series of thumbtacks. This very quickly got rid of those %*(#$%&#*$% pigeons!!

Chicken wire is nasty stuff to look at. So are tin pie plates. Instead attach black cloth netting to the ceiling of the balcony above down to your railing. From inside, you cannot see it but it still enables you to enjoy the breeze. A gardening centre should have this netting. It is used specifically for birds.

I've seen wise pigeons sitting on the heads of those fake owls!

I've never known the proper name of those wooffle-gaggers that kids blow and they spin around, but birds don't like the constant movement. They come in all sorts of shapes and colours, too.

Get tinfoil pie pans and hang them from strings so they hang down about a foot from the ceiling above the balcony, they get scared when they clang together and make noise.

I use simple wind chimes pigeons and small birds don't like the noise.I find wind chimes are both decorative and pigeon deterrants.

Stop feeding. Try a fake snake or owl.
