Study your English, language arts, exercise and stay fit, avoid smoking and drugs (if any alcohol, just in small amounts and with food).
Study theater, drama, literature, poetry. Learn to sing if you have that talent. Contact your local community theatre or radio and tv station and volunteer or work there for pay. Look up theatre and English Literature departments in colleges and universities.
Read and know some of the best theatre, such as Shakespeare, Edward Albee, Eugene Field, Tennessee Williams, and others. Practice your diction, your enunciation.
Read the credits at the ends of films. Write down the casting firms. Contact them. Get trained first. You arent' the only one with this dream, but please try to be one who is prepared and motivated.
Break a leg (this means "good luck!")

Start by taking lessons. Is there a drama department in your school? If not, try community theater.
Do NOT run out and spend a lot of money at some place that promises to get you work... promises to help you get started... promises to be your agent.... tells you to get your headshots with "Their" photographer.... There are more scams looking to seperate 14 year old girls and their parents money than you can shake a stick at. Be VERY carefull when ever anyone starts making promises... says you have "The look"... any of that crap.
High school drama departments, and community theater are a good place to start. They don't cost you anything. Once you've met people in the acting community you can ask THEM where to train in your area. Chances are, they are going to tell you "High School Drama Department.... Community Theater... "

You don't say where you live. That can make a huge difference with regard to what resources are available to you. Start in local theatre. Many local theatres have semi-pros and professional actors and actresses who appear. Local productions are normally advertised in your local newspapers. As you progress an agent and headshots will fall into place. Worry about getting experience first.
Good Luck -- you've already accomplished the first goal--getting out there, getting info and having a realistic goal!

If you have not taken acting lessons, find an acting teacher. If you have taken acting lessons, audition! Do as much theater as you can. At some point, an agent may see your performance and offer to represent you.
Go to college and major in theater. Some talent agents like to work with actors that were theater majors. Audition and perform as much as you can.

I would start with getting into highschool stuff, get used to the idea of acting. Start asking the teachers where auditions would be, how to make a resume for the directors. The highschool shows and plays would be great for your resume, shows that you have experience with audiences and know how to characterize a character and memorize lines.

Until you have developed a strong acting technique, the rest can wait. The right classes, school plays, community theatre, etc. You mostly learn by watching and working with better actors.
