Report this immediately to Child Protective Services. As a preschool teacher, I am mandated to report anything that may be severe neglect or abuse, and this description is something I would report. It may be something as simple as the family not having enough money to feed everyone. It may be that the parents don't have a clue what to do with a baby. CPS can help by providing food vouchers, information, parenting classes, etc. Everyone thinks that CPS is just there to take your kids away, but it is a service... put there to advocate for the children who can't advocate for themselves. Their main concern is getting help for the WHOLE family and keeping the family unit together. Yes, sometimes there are the kids who slip through the cracks, but on the whole, CPS is a valuable service. In CA where I live, our local CPS department receives over 4,000 calls per month. That's astronomical, but they are mandated to investigate each one. Unfortunately, lots of people use this service to express their personal vendettas, and as such, 80% of cases are unfounded/made up. Don't let this child be one who slips through the cracks.

Well, considering the fact that my daughter is always hungry even if she has something to eat every 5 minutes and is very good at getting messy, usually right out of the bath, I'd say you better get your facts straight before you report them for child abuse. If the child is indeed being neglected (left alone for long periods of time, not being fed at least 3 full meals a day, etc.) then it should be left up to the authorities to determine if the child is in a dangerous situation. Definitely don't try to take things into your own hands.

Definitely report. The poor Baby!!!! Man, the Baby is headed for a bad life, if this isn't reported.Malnutrition, isn't a laughing matter.Call & you can stay Annomuos.How sad, for that Baby.

That is soooo child abuse. Children need to be protected and sometimes that means protected from their parent! The child(ren) need help and if you turn your cheek, you aiding to the abuse. Call 911 or Child Services NOW!

Talk to the mom and say, you know your kid is hungry and dirty. If they don't respond and start taking care of the kids then call CPS. That is definitely child abuse.

I would call someone about this. I know that this person is your friend, But theese are children, and you may even end up saving thier lives in the long wrong.

y dont u first let experts be the judge of tha,and are with this person 24/7.people false excuse people everyday, sometime out of anger, or etc. u think about that are u 100% sure.
