You should do a disk defragmentation every few months or so. Start/Programs/Accessories/Tools, perhaps, or somewhere in Control Panel (depends on your O/S)
You should try to not open too many windows at once. That eats up virtual memory as you're surfing, and will slow you down.
Delete your temp files every few months.
Go into Start/Programs/Accessories/System Tools/Disk Cleanup, and clean up your disk.
Re: freezing when trying to shut down, you probably have programs on your taskbar (at the bottom) that want to keep running when you try to shut down. Try right-clicking on them, and check as many of them to not show on the taskbar as possible.
When you want to shut down, right-click and click "close" as many as possible.
If you have any devices inserted into your computer such as a PCMCIA card, try to "Eject" before trying to shut down.
That's all some stuff I've had to learn to do. I had the same problem with shutting down. Now I don't.

Run an anti-virus. Then run a spyware, adware cleaner. It's most likely loaded with junk like that. Try "spy bot search & destroy" and "lavasoft adaware." Search in google for them, download them, then fully run them. They will clean out loads of crap and will most likely speed things up. Both programs are free.

upgrade your RAM- your computer will start up faster. 512MB is the least any computer should have with XP.
upgrade your processor (if you have enough $$$)- atleast 2GHz is good.
