If you have Adobe Illustrator, you can open a PDF in there and you'll be able to access the various elements. Problem is, the text will become outlined, so you'll need to copy the text from Adobe Reader, paste it in Illustrator and reformat the type.

Otherwise, the PDF can be edited if it was saved as a layered PDF and you have the full version of Adobe Acrobat.

Orrrrr … if you have Photoshop, you can rasterize the PDF in there and use the various type and painting tools to make changes.

You need the full version of Acrobat or a pdf to word program so you can create a document you can edit in word and then convert it again to PDF.
Or you can print the document and scan it with an OCR.

One of the ways is to get a PDF writer... simplest and cleanest way of editing PDF documents. Another way (a work around) is to convert the PDF to a word doc, modify it and convert it back to PDF. Obviously this requires PDF generator and the PDF converter software.

However, sometimes you can select all the text (Ctrl A) in a pdf and then copy it (Ctrl C) to a blank Word document and paste (Ctrl V) the contents there.

Now you can edit the contents.
