Download Ad-Aware and Spybot (both free), and use them to clean the popup software off your machine. You may notice quite a performance boost after you do this.
You may also want to consider ZoneAlarm, a free firewall.

Maybe try opening your temporary internet files. Their could be a cookie or something that's causing this. Other than that, run your spyware and virus checks

means you have spyware or a trojan in your system. the spyboy thing might work, it might not. with that programthough you'll at least be able to know where the virus is so you can delete it more easily. I use webroot spysweeper and it catches damn near everything. gotta pay for it though.
