w = width

2l + 2w = 28
2w - 1 = l

2(2w -1) + 2w = 28
4w - 2 + 2w = 28
6w = 30
w = 5

Check
5 + 5 + 9 + 9 = 28

There are four sides, not two. You didn't account for both lengths and both widths.

You need to equations and two unknowns (variables) to solve this. L = length, W = width

Equation for perimeter: 28 = 2L + 2W

Equation from other information:
The length is 1 inch less then twice the width
L = -1 + 2W
L = -1 + 2W

Now, substitue L from the second equation into the first:
L = -1 + 2W
28 = 2L + 2W

28 = 2(-1 + 2W) + 2W

Distribute and solve -
28 = -2 + 4W + 2W
28 = -2 + 6W
30 = 6W
5 = W

Width is 5. To find length, substitue again: L = -1 + 2(5). L = 9

If width = x
length = 2x - 1
perimeter = 2 (width + length)
2 (x + 2x - 1) = 28
devide by 2
x+2x-1 = 14
or 3x -1 = 14
3x = 15
x = 5
width = 5
length = 2*5 -1 = 9

Perimeter = 2 x length + 2 x width = 28 ....Equation 1
length = 2 x width-1....... Equation 2

Substituting length in Equation 1, we get
2 (2xwidth -1) + 2 x width = 28
or, 4xwidth - 2 + 2xwidth = 28
or, 6 x width = 28+2 = 30
or, width = 30 / 6 = 5
Substituting in Equation 2 we get, length = 2 x 5 - 1 = 10-1 = 9

Verify the answer by checking it with Equatin 1,
we get 2 x 9 (length) + 2 x 5 (width) = 28
or, 28 = 28 .......... Q.E.D.

perimeter= 28 inches
let width= x inches, then length=2x-1
p=2(l+b)
28=2(2x-1+x)
14=3x-1
3x=14+1
3x=15
x=15/3
x=5 inches
so width is 5 inches.
