The Balloon Fiesta runs from the 10th to 13th August.
The best place to watch the Balloons from is on Dundry (which is a hill right on the southern edge of the city).

I might be there I'm not sure. I always get a good view out of my loft window cos I live very near Ashton Court.

I shall probably indulge (but then I do live in Bristol).
If you want an impressive view of the balloons, try going up to Junction 18 of the M4 (Bath) and look down the valley at them (when they are flying obviously). It gives a great photo opp as well!
