Why force carbohydrates on a 15 month old? He's old enough for ground meats and veggies, and complex carbohydrates like sweet potatoes and squash etc. These food have tons more nutrients than white rice cereal. (which is a simple carbohydrate and will turn to glucose immediately and spike his blood sugar, causing him to be hungry again in an hour.) Don't turn him into a carbo junkie so soon. He'll turn into one soon enough.

He can have real cereal now. Offer him low sugar cereals such as Cheerios, Rice Krispies, oatmeal, cream of wheat, malt-o-meal. Bottle feeding with cereal is a recipe for choking. I know there are nipples out there that are made for it. Why are you trying to fill him up with cereal? Offer him toddler foods too. Gerber Graduates has a huge line of products made just for his little fingers. He can have scrambled eggs, toast, pancakes, waffles, & more. Cut everything into small pieces so he won't choke on anything. Pancakes can be served with sugar free syrup & waffles can have fruit on top instead of syrup. Or spread a little peanut butter on the waffles for a bit of protien.

for the start, try cooking porridge using the rice grains.
add more water into the rice grain and put over the fire to cook for a while.
after you see the rice grain spilt open and the water become milky white, this means that the porridge is ready.
at this time, add some dice carrots, slice chicken meat or fish into the porridge, cook for a short while and then feed your child with it.
slowly when they get used to it, change to cooked rice, they will like it. :P

Then he may not want to be eating cereal and milk from a bottle.
He's old enough for tablefood. Try feeding him cereal with a spoon or let him try it himself.

maybe the baby feels that the rice is a bit bland. try adding some flavor to it.. like a tiny bit of soy sauce

At 15 months, you dont need to keep feeding your baby baby food. They can eat regular table food that is mashed up or cut up just fine as long as they arent allergic to it. Things like cut up green beans are good, mashed potatos, cut up carrots, even small cut up peices of chicken or beef are good at that age.
