John Smith is a name like John Doe, just a generic name meaning any person. John Q. Public is another version of it.

John Smith was also the name of one of the first settlers in the US. His story is told in Pocahontas.

I think you mean "John Bull" and Uncle Sam... they are character representations of the British government and the A U.S. government, respectively.
