We are bringing our horses home soon and we need to make a shelter, we are trying to build quickly but we dont know what we want. We dont want a full barn but just some kind of run in and some stalls and a feed/tack room. Do you think it would make since to get a 2 car garage and put in panals(like arena ones) and make stalls with them and block off the other side and have that the tack/feed room? What do you think are good fencing options we dont really want electric because if they break through they would be in the road.

It really depends on how much you want to spend. The prefab barns come in all sizes and configurations. They can be assembled very quickly and are very safe. Safety should be your foremost concern. If one of the horses bumps the pole holding up the roof of your run-in shed and brings the whole thing crashing down - that would be very bad.

As far as stalls go, if all else fails, you can use one of those open-sided car port structures. Some friends of mine did that for their horses. They just boarded up the sides and divided it into two separate stalls. The horses were perfectly happy with it. You could try a Tuffshed if you don't mind spending the extra money. I've heard they are good quality. Pretty much anything will work as long as it's safe, has a roof, and at least two sides to keep the wind off.

With the fencing. Stay away from barbed wire or Australian cattle wire. I've seen way too many nasty wounds from both, especially the Aussie wire. The horses can get their legs over it, then manage to get it wrapped around, and it just slices through their leg, tendon and all. Not pretty.

A three sided run in shed would be fine for them. That is what mine have.
I have a seperate tack and feed romm. I do not ever want my horses where they are in the same area where I keep feed. Just in case something happens I do not want a foundered horse.
I have electric tape fence along the top of my woven wire mesh fence to keep the horses from leaning on it. The wire mesh is made for horses and very safe and easy to install and use. It is sort of expensive about $200 for 100 feet of it. But I like it as it is safer than barbed wire or high tenstile wire.

You need a 3 side shelter for the field, build your stables away from the field, and out of wood preferably.

Electric tape fencing is perfectly adequate to contain horses, as long as you turn it on, they won't run through it. The only other fencing I would consider and have is sturdy post and rail (wood).

well, sometimes electric can be dangerous, but i would suggest like, maybe like, a soft fence. i dunno how to describe it. its electric but it doesnt have barbed wire. as for the shelter, a little run in would be sufficient for a while.
