I'm not an expert, I actually moved the opposite way (Canada to US) but on a visa.
Your case sounds like they either want documentation (do you have a visa?), otherwise they want you to pay taxes on all your stuff (a goods tax). Someone I used to work with in Canada had that problem when he worked in CA for a year. He brought his stuff from Canada to CA and when he came back, they didn't want to let him in until he paid taxes on certain electronics even though he bought them in Canada and already paid taxes.
My advice is to check with an immigration attorney to see what's up. Could stem from 9/11.

Have you checked your status in Canada? Are you a citizen? A landed immigrant? A visitor? A US citizen? A green card holder? What province are you moving into?

Which part of Canada? In Quebec they are much more stringent in letting Americans into the province.

Um, because you have to apply to migrate to canada... You just can't move there...
