Sadly these tragic spirals are as old as the human race, so don't know sorry. I can tell you that the phrase is used in economics, management, psychology - particularly for poverty, where one generation traps itself in a vicious circle it's unable to escape from. The opposite of the vicious circle, is of course, the virtuous circle.

No one coined the phrase "the vicious circle" but it is a circle that has been around since there was life and it is applicable in many areas for humans and animals and plants alike
