Well, my sis in law has about 20%, but, with a pacemaker/defibrillator installed, is surviving quite well and has been for 2 years..
Of course, diet and exercise and other activities have to be changed, but, better than just saying to heck with it and giving up.

I'm not sure about that low, but after my mother's heart attack, she was told her heart would only function at 50%. She is able to live with it.

probably not for very long. 60% of the heard being dead would result in poor circulation and eventually hypoxia and death.
