use a bathroom fan.mount the fan low on an exterior wall,between,say, 6 to 8 inches from the floor.make sure that the fan is vented to the outside.just buy a low cfm,(cubic feet per minute)bathroom fan, they cost less than $20, and run very quiet.also the exhaust fan is not expensive to operate once you install this you can put a plug on it and let it run 24/7 on plug it into one of those timers that are used to turn lights on and off while you are away and set it to go on and off every 12 hours.
you should let it run at least 12 hour a day. also it will work better if you have a ceiling fan or another fan to move air around

I think besides a dehumidifyer the only thing that you could do is get a few fans to move the air around and leave the basement door open...
