The Israels won't agree to a unilateral cease fire. No rational country would.

The Israels did agree to stop air-strikes so that civilians could be evacuated, and Hezbollah took advantage of that to launch more attacks against Israel.

Civilian casualties are inevitable in war. That's just one of things that makes war so tragic.
