Cute question and a great play on words. Because Pavlov's experiement with dogs used a bell to condition a dog to respond by drooling when they heard a bell.
You start with a steak being given to the dog. Dog starts to drool thinking about being given a steak.
Then you give the dog a steak when the bell rings. Dog drools.
Keep doing that for a few times and the dog starts to think of a steak when the bell rings.
Ding the bell without the steak and the dog continues to drool.

Pavlov as in Ivan. His name didn't ring bells but the dogs in his experiments did. He ran tests on classical conditioning. The dogs were in a test area, a bell rang and food dropped out of a shoot into a bowl.
Eventually the dogs associated the bell with food.

It reminds me of Pavlovian conditioning from when I was studying for my Biology SAT IIs. And yes, that does have stuff to do with training dogs to salivate at the sound of a bell even if there is no food.
