running water at work....... (laws and/or clauses)?

At my office the water is out! Completely!!! Now I know there must be some law that states a office must provide running water. We have no toilets and water in the sinks. Does anyone know where I can find a clause that states we can all go home? Yeah today is that bad!!! But its a Monday !!

It IS required that they provide running water and tiolets in the workplace.
