I heard its okay to go topless (topfree) in new york state! please check it out before telling me i'm wrong!

Not in all states. There are some states like NY (where I live) that allows women to be topless anyplace in public, so beaches and sunbathe areas are Ok with it...unless there's a local law that was passed against it.
I would check with some naturist organizations, such as The Naturist Society or The International Naturist Association to see where topless and/or nude sunbathing is allowed. I spend lots of time at Lighthouse Beach, a legal nude beach on Long Island (NY)...it's awesome!
There's also a website called Topfree which has some usewful information that you guys might find helpful. Finally, there's an organization called the Topfree Equal Rights Association (TERA) that could help you as well.

As far as I know, the only place that you can bathe either topless, bottomless or both, is at a nudist colony. These are special places and are not common to public beaches. If your lady friend were to sunbathe topless at a public beach, she would arrested for indecent exposure.

You need to research the areas of each state to determine where the clothes optional beaches and playgrounds are located.
Touch base with the American Sunbathing Association for details.
Most states will arrest the lady for baring her breasts.

As far as I know, and as my US friends tell me, it is not reallly a done thing to sunbathe topless in the US unless you are on a nudest beach or a beach where others are topless making it acceptable...

No it is illegal in most states to bath topless. Best bet would be to find a topless beach ((There are a few)) or a nudist colony to visit.

It's ok with me, but on most beaches they are going to ask her to cover up. That's America for you, we think boobs are the greatest threat to public safety there is. Look how crazy we went over the Janet Jackson incident.

There are nude beaches in most locations. Some are legal some are traditional. Google it for where you plan to go. There are many in California and Florida. I am not sure about others.

As long as she lays face down to tan. I see women just undo the back of their bikini tops after they lie face down, otherwise she'd get into trouble exposing her chest. Maybe if you go to a nudist camp or something?
