If you're wanting to learn conversational english with all the slang & ebonics, then ... hang around with people in your area. Watch a bunch of movies with dialogue that you like.
If you want a masters degree in english, then study, study, study.

Write a book. I have written 4. Use English and it dialects to embroider a character. 'Bejasus, oim tellin ya da roight way man!' 'Ize a lisnin masta, an ize jest lovin ya preachin, praiz da lordy.' 'I canna unerstan a thing ya talkin aboot, ma wee hen, she sez youz all should get yerselve away ta worek!' Go lateral and surprise the masters.

LOL on the chatting. Unless you chat with speakers on.
In my city you can go to conversation groups in, among other languages, English.
Another idea is to listen to talk radio or books on tape/cd (aka audio books).

i know plenty of people who learned the language doing exactly that chatting...i learned by getting thrown into society and worked a job without knowing a word, than after work I go home and watch cable TV...I know it sounds nuts but take it from me it works.

The best way is to read. Decent books, broadsheet newspapers, and political/economic magazines. All of these would be fine.
