Harley Davidson does have a rental program and a valid motorcycle license is required. There are six dealers in Colorado. As to whether or not you will be able to rent one, that will depend on the dealer. Colorado has no helmet law. However, if you are allowed to rent a scoot, they may require you to wear one while you ride their bike.

Do a motorcycle rental search on google for colorado. About the helmet there are helmet laws in colorado (not in Wyoming) plus you probably would want one if your going to be driving a bike in Denver or on the highway!

States vary in their laws. Some states may require a brain bucket and some may not. You can try going to the states websites that you are going to be travelling through and find out.
