There really isn't a "best" drugstore or even department store makeup, but it's what works best for your complexion, skin tone and texture. If you're a woman of color, many makeup brands have begun expanding their color selection, such as the CoverGirl Queen Collection and the Loreal HIP brand. Try these two for good foundation colors and eyeshadow blends. Also, Revlon does a good job of having tips available in department stores for applying their eye looks, so they are good, as well.
For department stores, many consumers are now into MAC as they reuse their makeup containers (so environmental-friendly), and have intense shades for night wear. Besides MAC, if you stick with Estee Lauder brands (Clinique and Estee Lauder, for example), these offer good basics for inexpensive prices, in comparison to other department stores prices. I believe that you need to checkout distributors for the foundation. Go on the net to the Avon, MaryKaye, and Beauticontrol home sites to find a consultant for each near you. They will do at home make-overs for free and then you can decide if any of those are what you are looking for. The other make-up you can get anywhere and they will typically all perform the same. Look for eye shadow shades that you really like. CoverGirl has a great mascara for long lashes called LashExact. Wet-N-Wild has really good, really cheap lipstick that are fun. But like I said, the rest you can get anywhere.
Try the counters in the mall too. They will often do make-overs for free as well and may even give you free samples. You can wear the makeup for the day and determine if it's good or not.
It may take awhile to decide what you like the most, but you will make an informed choice (everyones skin reacts differently to foundation...breakouts, clumpling, and so on) and you may get some really good make-up tips along the way.

Drugstore is definitely L'Oreal. At the department store, MAC is probably the best overall line...nothing in its lineup is crappy and the color selection is better than any other line.

i don't know about what brand is best all together, i think its different for every person! i like covergirl eyeliner (the one that you don't have to sharpen!) i have been using it since like 11th grade. maybelline mascaras are all great...physicians bronzer is good for my sensitive skin... for more expensive makeup, i like urban decay eyeshadows, mac blush, and lip venom lipgloss
just try to see what works best for you...its all about trial and error~

lemmme see I wouldnt wanna but cosmetics from there...but from a drug store Milani there products are hot eyeshowdows are on it and its not tha cheap stuff....and from a department gotta say my fav MAC...i love MAC! if you havent tried there glasses and lusters...please get on it!
