First, make sure that the IP address is the same on both but for the last part (like 192.168.1.xxx). Then make sure that the workgroup (NOT domain) on both is set to the same thing (usually the default is WORKGROUP).
Next, you may have to set up the same username and password on both machines, or you won't be able to access each from the other.
Lastly, you can connect the two either through a router or switch, or directly to each other using a crossover cable (this is a special network cable. Most network cables are NOT crossovers).
Not knowing what your setup was, I tried to cover everything. There is still a chance that this will not work. I only have about a 75% success rate in doing this. For some reason working on an actual domain works better (100% successful) than without.

On the XP machine you can run the Network Setup Wizard. That will create a floppy disk that you can run on the Win98 machine.
Other than that, be sure that you have "File and Printer Sharing" set up on both machines. You may find that you need to share files by explicitly mapping the IP addresses, instead of using the machine names. The Microsoft machine name mechanism (aka browsing) is often unreliable.

Setup your network with the XP network wizard and then create a disk for win98 to load the settings. Avoids some of the pitfalls.

Check your firewall settings in XP, Make sure they're both in the same workgourp, make sure your not going through a router, make sure your IPs are mostly the same 192.168.168.2 and 192.168.168.3 etc...
More on the router: most routers are router-switches going through one of these is fine.... And if your going through one of these make sure your router-swicth's firewall settings are correct. Check log files, do pings, I can't really help you much more without knowing the specifics....
