she needs to use good quality skin care products. she should cleanse, exfoliate, tone and moisturize daily. I know it seems alot of work but there are some 3 in one cleanser which does the first three in one step. Also using micorodermabrsion home kit twice a week helps alot, it does get rid of dead skin cells which make the skin look dull and not shiny. http://www.marykay.com/s_azad/default.aspx

Tell her to pick one brand of beauty products and use a face wash and maybe some rejuvinating cream afterwards, she should use this on a regular basis to produce results. also, make sure to mention that if she's out in the sun, she should come back in and cleanse her face.
give her some stuff as gifts if she can't afford it.

well tell her to try a facial scrub with the little micro-beads in it...it helps a lot with taking off dead dry skin, and she should also use a mosturizer try St. Ive's
