When they can afford to. Blaming others for not getting somewhere is too easy. The people need to blame themselves for not working harder and finding a way to earn a good living. The old we are abused or denied our rights no longer works in today's society. The racial barriers have been removed in most of the country but I'll admit there may be pockets of segregation. Most complaints though are because of lack of preparing for life and not having skills to earn the money necessary to get in the so called nice neighborhoods.

Some darker skinned American families DO live in nice neighborhoods. When I lived in South Carolina, the principal of my elementary school, who was darker-skinned, lived in a nicer house than what we had. We had a darker-skinned family who lived on our upper middle-class street. We had several that lived on the next street, and many others all over town in nice areas.
Where I lived in California didn't have many darker-skinned people, but the ones we did have lived in nice houses, in nice neighborhoods.
It's the same in Tacoma, where I lived most of my life.
See, it's this line between "black" and "white" that prevents some people of darker skin from moving into nice neighborhoods. BUT if they refuse to give into that distinction, they can live anywhere they want.

When they sign an agreement not to turn the neighborhood into a ghetto/drug warehouse/gang infested area.
You want to live in a nice neighborhood? Then KEEP it that way. Otherwise, look for someplace else to live.

When you can afford the home in that neighborhood, just like all of my neighbors and I did. We have all races in my neighborhood and we all take a lot of pride in our homes.
