The correct answer is that you do not have the authority to do so, unless you live in a communist government where people can be arrested & jailed without cause. It would be the judical system in democratic goverment that arrested people quilty of economic corruption. It would be the legislative branch that could change laws that were corrupt. The President does not have that authority, other than asking the Juducal branch to look into it.

In the US, we give tax breaks. Unfortunately, since the rich pay the money, they get the tax breaks. Instead of putting a cap on taxes that can be collected, I'd put the exemptions at the bottom, that is, the first $75,000 (or some number to be agreed upon) would not be taxed. Cars under $1000 would not be taxed (only a few states have property tax on cars though). Anyway, I'd rig it so the poor people could keep their money, and the rich people would still get those same exemptions.
We have another tax that's inequitable. When you own a house that you rent out, it has a higher tax. But it's the poor people who can't afford to buy that rent those houses. Do you think the landlord is going to pay that tax? Of course not. He raised the rent enough to cover it. Houses in area should have the same tax rate regrdless of whether the owner lives in it or not. Properties that are rented as a business don't need to fall under this rating system.
