I've never seen signs that say that.
But I would assume that signs that read that are intended to inform other people just so they don't go "hey, you can't have a dog in here" or "why does he/she get to have a dog"..Some people are unaware sometimes that a person is blind. They'll just see the dog, and get rude about it.

That's really so the general public know that seeing eye dogs are permitted and not just everyone elses pets. If not for the stickers, people would automatically assume they could take all their dogs and cats to the grocery store when they go in to buy their National Inquirer.
Along the same line of your question, I've often wondered why they have braille buttons on the drive-up ATM. How many blind people drive?

Seeing eye dogs are allowed everywhere and the blind people know that already. The signs are probably for us sighted people, so we know that there could be dogs in the store.

A lot of times, the blind person has a friend with them that CAN read and this sign saves them the trouble of asking before they go in the store.

Is this like the emails I get telling me that if I don't get the email to call the sender?!!! The sign is really more for the other people who can see and question why they can't bring their own dog when they see someone else has a dog. It can be a health code issue.

u have a pt. I think every store should have a worker that does just that, stands outside the store to assist a blind person if they're walking by or something..... I've never thought of that!!

hmmmm no idea but here is a funny joke: A blind lady went into a round room picked up her seeing eye dog spun it around in circles above her head and someone came up to her and asked her what she was doing she replied Oh Just looking around lol
