Regular bleach, although called chlorine bleach does not contain chlorine, but sodium hypochlorite.
On the other hand, "color safe bleach" useshydrogen peroxide in liquids and sodium perborate in powders. These color-safe bleaches also have optical brighteners. This ingredient is like an invisible layer on fabrics. It reflects light, making colors appear brighter and whites whiter

True Bleach uses Chlorine. Although, it contains a special form of chlorine meant to break up and destroy organic compounds. It is great to disinfect clothes and objects, but it is meant to kill bacteria and living cells, thus do not use on living creatures.
There is an alternative cleaner that uses Oxygen instead.
The point of soap and these cleaners is to release foreign chemicals and materials from the clothes, which sometimes includes the dye.
In my experience, I have not had trouble with bleach removing colors from clothes. My only problem with bleach was it releasing the excess dye off of one of my towels and transferring it to another towel.
If the bleach is removing the colors, maybe you are using too much. You should not be using anymore than that tiny cap full at any time. I think you should not be using more than a tablespoon of bleach for a full load of laundry provided it was rinsed out properly.

The point of bleach is not to bleach out colors, but to bleach out stains. So if you have a stain on a solid colored shirt or a patterned shirt you can get it out. Technically the only ingredient missing is chlorine, but I won't get into the technical stuff. Now that I'm a mother I can't tell you how grateful I am for this stuff! It gets out everything, and you can put a splash in a regular load and it makes them even cleaner and preserves the color.

It's just a weak bleach that doesn't attack the dyes or pigments that color a garment. Often it will degrade the brightness of a natrual fabric garment with prolonged use.
