There is a different accent to every Arabic country ( the accents came because of the effect of the invaders and the mixing with other cultures ) but the proper Arabic (Fusha ) is the language of Quran, and the Isamic ages Sadr Al-Islam , Ommiad (Ommaih) , Abbassi etc .
the proper Arabic is used in the proper Arabic channels (e.g. Aljazeera) , and it is not so different than the Arabic accents , so Arabs can understand it even if they don't use it in their daily life. ( it's not like English to French it is just an accent my dear ).

Yes, they are. There are many Arabic dialects according to the region and country, even in the same country. They all come from one origin, though, the official, or "high standard" or "hoch Arabisch"- in German (not sure of the spelling). This form, what all Arabic speaking people could understand.

There is no "Proper" arabic really.

Every country has its own way of speaking arabic. From Egypt, to the Saudis, to Morroccan.
