My mom is writing a book set in this time period and would like to know if the cars would have locks.

There were ignition switch locks. Most cars would not have them since cars were still a novelty and few people knew how to drive them. As posted earlier, most cars of that era were open cars and had canvas tops and side curtains at best. Many cars didn't have doors so door locks weren't around then.

I think 1909 they did not have locks because they barely had windows , only front windshield

the majority were not fully enclosed, so the crank (the key in those days) was the key to the engine.
