Well if space were that type of a vacuum it would be God Changing the bags ... But seen as how it isn't (space is not really a vacuum there is lotsa stuff in it but the stuff is sooooooo scattered it is close to a vacuum) then nobody. Cute question though my 6 year old would like it.

Apart from being void, our universe is expanding at the moment as proved by time laps pictures from the Hubble telescope.
The bag is changed when the situation reverses and the universe contracts...down to the size of the head of a pin.
When the breathing universe takes its next in breath the bag is changed and begins to fill once again.
