No, that is a hoax. If Mars was to come in as close as it needs to look as large as the moon, it would have to orbit Earth instead of the Sun (and imagine the tidal effect this would have on the Earth).

Mars will be closer than usual, but never that close.

No, Mars will not be anywhere near Earth this summer. In fact, Mars is on the other side of the Sun from Earth this summer. That bogus E-mail has been circulating ever since the record close approach Mars made on August, 2003. But Mars did not get close enough then to appear as large as the Moon. Mars never ever gets that close to Earth.
