You might be experiencing ingrown hairs.
Save one of your old toothbrushes and gently scrub your brows with it every day, (not using toothpaste of course), to keep the hair follicles from accumulating debris and to release any hairs that are curling under the skin instead of coming straight up.

When you get zits in your eyebrows, it's almost always from plucking or waxing them. What happens is, when you remove the hair by tweezing or waxing, that pore that used to contain it is now empty, and bacteria can get in there and cause a pimple or a whitehead. I suggest putting an antibacterial cream on your eyebrows after waxing/plucking them. It sounds weird, but it usually keeps pimples from "popping up" in that area. Hope it helps!!
