I remember thinking the same thing when I first heard Bedingfield's "If You're Not the One."
I was thinking of Hands to Heaven too, but I don't recall the word forever being in it... but it does have a similar structure. The Bedingfield lyrics "I don't want to run away, cause I can't take it, I don't understand..." remind me of Breathe's "Raise your hands to heaven and pray that we'll be back together, someday..."
Another possibility might be Kenny Loggin's "Forever" from 1985. It's also a symphonic ballad, but it doesn't quite sound right. I went through a bunch of songs on iTunes, but couldn't find the one I was looking for.
